Phase One: Autonomy

Phase Two: Referendum on Independence.

"Ottawa can comply with our reasonable demands for Saskatchewan prosperity or watch us leave".

1. Tax Reform & Democratic Renewal

  • a. Replace Personal income taxes with a National Retail Sales Tax (RST)
  • i. Unprepared food, medicine, housing costs, and tuition exempt.
  • ii. Enact legislation prohibiting any level of government taxation on personal income.
  • iii. This will replace the Federal GST.

  • b. Stipulate a 15% increase in take home pay
  • i. Enables all income taxes currently withheld from workers to be returned to them via their take-home paycheque. Employers must pass on such deductions currently associated with the income tax.

  • c. Re-adjust all excise taxes to 10%
  • i. Would be applicable to the sale of cigarettes and alcohol.

  • d. Re-adjust all import taxes to 10%.
  • i. Any direct imports purchased by a consumer will be subject to a 10% National Retail Sales Tax (RST)

  • e. Impose a 2% National Real Estate Sales Tax.
  • i. 1% to be paid by the buyer; 1% to be paid by the seller.

  • f. Eliminate All Capital Gains & Inheritance Taxation

  • g. Mandate the automatic expiration of any future tax increase (4 years)
  • i. Extensions must be voted on by referendum, and expire after 2 years.

  • h. Provide for a Transitional Tax Amnesty
  • i. Previously unreported income that is not in dispute will be settled at 15%, without penalty or interest.

  • i. Reform Business Income Taxes
  • i. If gross profits are no more than twice the gross cost to produce such a profit, the tax rate should be 15%.
  • ii. If gross profits exceed twice the gross cost to produce such a profit, the tax rate should be 25%.

  • j. Business Deductions & Interprovincial Regulation
  • i. Limit deductions for business to 5% on net profits for taxation by other levels of government.
  • ii. Prohibit the taxation of worldwide income by any level of government.
  • iii. Prohibit other jurisdictions from imposing taxes on non-resident companies.
  • iv. Prohibit all forms of government from taxing wages of non-residents.
  • v. Businesses and individuals should be subject to taxation only at the point of residence and may not be taxed on the same income in more than one jurisdiction.
  • vi. Sponsor an international agreement that prohibits taxation of worldwide income.

  • k. MLA Term limits restricted to Two-Terms; may seek a third term if they received over 50% of the vote in the prior election.

  • l. Prohibit Government deficit spending of more than 3% GDP. Spending in excess of this amount invalidates all sitting MLAs that voted in favour from seeking re-election.

  • m. Percentage of annual surplus deposited into Saskatchewan Heritage Fund.

  • n. Introduce Citizen's Initiated Referendum legislation.

2. Energy, Agriculture, & Industry

  • a. Outlaw discriminatory taxes and regulations (i.e. Carbon Tax, Bill C69, Bill C48)

  • b. Remove government monopoly on off-farm sales.

  • c. Establish Energy and Agriculture advisory committees to directly advise government on policy that affects industry.

  • d. Working domestically and internationally to find new consumers and markets for commodity exports, without eroding provincial sovereignty.

  • e. Prohibit predatory pricing.

3. Healthcare & Education

  • a. Establish and publicize baseline of causes of mortality (death) and morbidity (sickness). Program funding to be determined based on statistical reductions.

  • b. Establish transportation services for rural residents to attend medical appointments in Regina & Saskatoon.

  • c. Devote percentage of surplus to expanded services (ie. Homecare) in anticipation of aging population.

  • d. Partial Debt forgiveness for qualified post-secondary programs.

  • e. Increased funding for expanding the construction and staffing of schools and hospitals across the province.

  • f. Expand access to addictions and mental health treatment in urban core.

4. Crime & Community

  • a. Establish and publicize baseline crime rates for violent and non-violent offences. Program successes to be determined based upon statistical reductions.

  • b. Support clean water and infrastructure standards for FN reserves.

  • c. Reduce courtroom backlog.

  • d. De-criminalize drug possession and enforce mandatory addictions treatment; Drastically increase punishment for drug trafficking.

  • e. Establish local sheriff deputy program to increase enforcement services while decreasing program costs.

  • f. Special focus on combating human trafficking; implementing gang diversion programs.

5. Freedom from Ottawa

  • a. End reliance on Canada Health Transfer/Canada Social Transfer through new tax efficiencies.

  • b. Implement Saskatchewan, or interprovincial Pension, Policing, Taxation, Immigration, and Firearms.

  • c. Initiate a referendum on separation from Canada.

  • d. Develop a modern constitution of Saskatchewan.

  • e. Increase economic, diplomatic, and security relationships with Alberta, and the United States of America.

If the following conditions are met by the Government of Canada, Wexit will temporarily suspend referendum operations:

Saskatchewan will collect all taxes levied within the boundaries of Saskatchewan.

Saskatchewan will have control over immigration.

Saskatchewan will have its own police force hired and directed by the People of Saskatchewan.

Saskatchewan will have pension arrangements directed by the People of Saskatchewan.

Saskatchewan will have an unemployment fund directed by the People of Saskatchewan.

Saskatchewan will have control over natural resources.

Saskatchewan will have energy corridors to the oceans.

Saskatchewan will have firearms license holders elect their Chief Firearms Officer.

Saskatchewan will have Senators elected by the People of Saskatchewan in a general election.

Saskatchewan will have a Supreme Court justice selected by People of Saskatchewan.

Saskatchewan will have Equal Representation within Senate as any other province.
